Welcome to the new CAR/W website! I am excited to support the educator preparation programs and Centers across the CSU in my new role as Assistant Vice Chancellor for Educator and Leadership Programs. These past months in the position have reinforced for me, the deep passion, expertise and dedication of our faculty, staff, and administrators who work daily, in close partnership with our school districts and community and other partners, to prepare the next generation of excellent educators.

As our schools strive toward healing and recovery from the pandemic, there is renewed national and state attention to the area of literacy development. The state of California has invested significant funding to support literacy development in our PK-12 students. There is growing public recognition, grounded in research evidence, that a well prepared and skilled teacher is a key factor impacting students’ reading and writing success.

Senate Bill 488 requires the Commission on Teacher Credentialing to update its standards for literacy instruction, and to develop a new literacy performance assessment to replace the RICA. The Commission has revised the literacy standards that will guide our Multiple Subjects, Single Subject, Education Specialist, and new P-3 Early Childhood Education Specialist credentials. Teacher preparation programs will be required to address these new standards by mid-2024. The work of CAR/W assumes increased importance in light of these legislative and policy mandates to enhance teacher preparation.

We are so fortunate in the CSU to have a cadre of expert literacy faculty from each of our Universities serving on the CAR/W Council of Faculty Representatives who are deeply committed to equitable student learning and outcomes. As teacher preparation faculty, you work closely with our amazing CAR/W Co-Directors Drs. Jyothi Bathina and Tanya Flushman to enhance literacy curriculum, pedagogy and learning across the CSU. I thank you for your deliberations and contributions in this critical work and look forward to working with you.
